NTSSA rules?

I've seen some posts on here about a one game limit per week per NTSSA rules, so decided to find out for myself. I found this in the NTSSA rules for Soccer Academies section 3.10.3:
Academy players are limited to one (1)
practice per week with each of their Academy team(s). Academy players may only
play in one (1) Academy game per week, except tournaments.
So my question is do all Academies have to follow the NTTSA rules, and if so then why do pretty much 100% of the Academies practice twice a week, and many play in multiple leagues which equals two games per week?

I believe you can do a "skills" practice that doesn't count under those rules since it isn't a "team" practice.
Not sure how the 3-4 practices a week works...

Yes most clubs offer "skills" for a per session fee, but the two practices a week I'm referring to are the two team practices.

Games played in US Club Soccer leagues like SDL and PrimeTime do not apply to the NTSSA's 'one game per week' rule
So academy teams often play in a USCS league on Saturday and then a NTSSA league on Sunday and if your DD happens to play on one of those teams you might as well sell your golf clubs!

Academy was intended to complement the Rec associations, and that's why these rules were written, but that isn't how it's worked out.
The academy teams do have a 1-practice-per-week limit but there was never a limit to the number of skills sessions the coaches could run for their teams. That was the loophole and it was quickly exploited. A savvy academy coach knows to call their practices "skills sessions" instead of "practices" to avoid breaking this particular rule.

That was exactly my point. So there are a ton of "skills" sessions to "develop" players (and teams tend to participate together).
