Seems like there is some type of kinship.
CPP is still being used like in the Spring season. I know of some teams that have already used it in league play due to injuries.

In comparing the two rules, the LHGCL club pass rule is specifically geared to increasing competitiveness of teams. The boys classic league club pass rule is geared towards player development and fairness.
It appears LHGCL gutted the more balanced and productive boys classic league rule so that player transfers within clubs could occur unencumbered and without any real developmental purpose in mind. In the first bullet point, they may as well have substituted "development of players with "competitiveness of teams". If the first bullet point was in good faith, they would have included specific player development wording, like that in the boys classic league rule. The boys classic league wording accomplishes two critical things; it encourages developmental opportunities and prevents larger clubs, with multiple teams, from having an unfair competitive advantage. It is these two points where I believe the conflicts arise with the current LHGCL club pass rule.
Adopting a rule more like that of the boys classic league would go a long way to resolving the conflicts and ill will for which the current LHGCL club pass rule creates.
