That is incorrect.
There is no limit on the number of ECNL players a team can use so long as they are rostered with a LH team. If a LH team happens to have 10 ECNL players on its roster, then they are free to use all 10 rostered players if they want.
ECNL and LH are two different leagues run by two different organizations with zero coordination between them as far as players' roster go.
LH D1 is not considered a 'division down' from ECNL anywhere except in the minds of the parents (and to some extent Clubs too).

An ECNL team is considered a registered team equal to a D1 team so 3 players can be CPP'd from an ECNL team to a LH D1 team as long as the ECNL team is registered as a NTX USYS rostered team. They DO NOT need to be a Lake Highlands team for a Lake Highlands team to CPP players. They just need to be registered as such.
You can not register an ECNL team with NTX USYS.
Elite Clubs National League (ECNL) is owned and run by US Club Soccer, a direct competitor to USYS hence you can not take a team from one league and register it into another league as equal or similar. Individual players can do that, within their respective clubs, but not at league level.

By parents you mean those in LH D1, and on one team in particular.

I don't believe that is right. It would seem to me that all the team has to do is register the team and it's players through NTX, and I don't think there is any restriction on team naming that would preclude the team being called FC Anyteam ECNL 05G for example with the coach and all the players from the ECNL team. To register in NTX, they need a team, players, and a coach, and I don't think NTX can refuse to register them because it's an ECNL team.
Now, playing the team in a USYSA league at the same time as its playing ECNL has its own problems as the two organizations are certainly not going to cooperate with scheduling around each other, and there are serious sanctions for missing games.
