Lets say Grubbs enters the Tut and Higg enters the Puma Cup and the both roll the competition. Who would get the #1 seed. Not that either of those teams will struggle in Lake Highland Q anyways, but it could be important for other teams when the seeding happens.

Short answer is "No".
Best advice is to focus on your team, and have them playing well, no matter which tournament you enter. That will have a much bigger impact on your seeding than which tourney you choose to play in.

I'm just curious how they weigh them. Do they value pre july games at all?

Short answer... I have no freakin clue.
The seeding committee has their own way of doing things. The will tell you straight up at the QT managers meeting that they will seed based on their own experience in doing so, and will have representatives at both King TUT and Puma Cup watching lots of games. There is no "formula" that I am aware of.
Overall, they tend to do a very good job. However, there will almost always be some head scratchers based on what this forum's group of "experts" has to say.
Last year, how your team played in either King TUT or Puma Cup did appear to have an impact.
Examples...
Andromeda '01 was pretty much considered around 8-10 going into the summer. Had a very strong King TUT and ended up with #4 seed in QT.
Diamonds was pretty much considered a team in the mid 20's going into the summer. Had a strong Puma Cup, and ended up with a #16 seed.
FCD Pratt was considered 20-25, had a poor King TUT, ended up as a #35 seed. Ended up in a 2nd weekend "bracket of death" at QT. Failed to qualify for LH. Went 18-0 in PPL D1.
Cosmos was generally considered a team in the 20's. If I remember correctly, the played both Kind TUT and Puma Cup last year (tourneys were on different weekend's last year), showed well in one, poorly in the other (can't remember which was which). Ended up with a #33 seed, survived the 2nd weekend "bracket of death" to qualify for D3.
So again, I think it's much less about the tournament that you sign up for, but more about how your team performs in the tournament you do play in.
Beyond that, it's really a crap shoot. No matter what happens, your girls are going to need to show up and play well at the QT.
If you are worrying about trying to figure out a way to "work the system" to get a favorable QT seeding, IMO, you are focusing your energy in the wrong place.

You assume they get it right. How a team gets seeded tends to determine LHQT result. Seeding has big effect on slots 15-30.
