Presidents Cup Empty Presidents Cup

I saw that the schedules for the Presidents Cup is out. Kinda surprised that their are only 4 teams from the 02 age group participating.

Dynasty Blue
Dallas Texans Red
Polaris
Sparta

Is this normal? I know they do not allow for any teams ranked 13 or higher to participate, but I would of thought there would of been more participation from the lower half of D-1, D-3, Plano and Arlington leagues. Is it because of injuries, tournament quality in the past or what? I know our team isnt participating due to injuries.

I am guessing it has to due that this tourney is over spring break and teams may not have numbers to field a team during this week. I know that is the case for our team and why we opted to not play in it.
