I agree it stands the way if falls. If a D3 team is truly a D1 team then by U13 they should be there with a lot of hard work. By the end of U11 they should be a top 2 team in D3 to move them to D2 for U12. By the end of U12 they should be #1 in top D2 and take a spot in D1 for U13.
1 game shouldn't dictate team #10 losing D1 to a D3 team. In qualifying we all had multiple games to have our chance at D1 or D3. These are 11yr old girls and as we all know we don't know how a game will go. We can make educated guesses from past games but these girls are unpredictable.

There are 20 teams that will make D1 at U11, at U12 it drops to 10.
