Bye’s for the Premier League are the option of the league and will be setup each year by the Competitive Committee. The Commissioners shall have overall responsibility for all competitive leagues. Coeducational teams must play in a boy’s league.
Also, knowing the PYSA organization, it probably is very political. From my years of experience with PYSA there is not a group less interested in what is right, but focusing on their own self important agendas and egos. The people running things over there are some of the poorest characters I have ever run into, and I have dealt with leagues for more sports and organizations then I can count.

Interesting statement but this is directly from PYSA's website.
All teams after registering for the PPL, must go to the Placement Tournament website and complete the Tournament Registration form. We will use this database to send out mass league emails.
For the Team History section of the application please enter your intentions for the Placement Games by entering one of these three things:
i. Playing in the Placement Games
ii. Received a BYE
iii. Not playing in the Placement Games, want to be in the Lowest Division
If your team received a BYE please put BYE and the place your team fell in the F12/S13 season in the team history section of the application. You must obtain N+1 as of an April 1, 2013 roster to qualify for the BYE.
So it seems to have an N+1
