Google search reveals nothing, so I think it is not a commonly used phrase. I'm guessing- does it mean to "take the air out of the ball", such as, "improve your touch and allow the ball to stay close to your foot when you receive it"?

I hope it is that. My DD heard opposing coach make that statement to one of his players. Soon after that, a player stepped down on my DD's foot. It was probably an accident and just part of the action.
