U12 and above will play 11v11, minimum roster size to register will remain 14 with a maximum roster size of 18 for U12-U14 and 22 for U15-U19.
This next soccer year will be a transitional year. Jumbo divisions will be used in every age group and the teams within each age group will be placed in a manner so that every division has equal talent and skill. So if there are 38 teams in an age group we will have two divisions of 19. The teams will be seeded 1-38 and placed tournament style between the two divisions. Seeding of the teams will be vital and as such we will be looking at returning players, where the team played this past season and how they placed.

This setup will be for the Fall 2016 and Spring 2017 season. Divisions for fall 2017 - spring 2018 will then be filled based on the 2016-2017 final standings.

Because they recently appointed Bernie Sanders to the Board... the next rule change will be that any club that earns 2 byes into the same division will be required to give one of those byes to a club that didn't get any teams into that division.

1. Current U11 team moving to U13 (skipping U12)
and
2. Finished in the top 5 in PPIL Division 2
and
3. Retaining 3/4 of the same players
In this scenerio, since there is no relegation or promotion, what can be expected as far as seeding for the upcoming Fall 2016-Spring 2017 season since they are jumping an entire age bracket (U12)? Or are they just going to be thrown into the "pool" (hence the name jumbo division, I guess) to see if they can swim for a year (transition year?) and then it will be all sorted out based upon their performance.

You were lied to then because Bernie told me himself that they would not take away the byes. His plan is to take your hardest working and best players and split them among the teams that don't practice as much so they can compete on the same level.

And regardless of game outcomes everyone will finish with the same number of points in the standings.

The way I understand it seedings are simply for the purpose making sure that the two divisions are equally balanced competitively. So I believe that your team will be thrown into one of the two equal strength pools and you'll play against teams in the cross division. However, if there are 20 teams in each division then it will impossible to have a balanced schedule. Some teams will have easier or more difficult schedules due to the jumbo format.
I'm no expert but my personal opinion is that it's a stupid solution. Not only is PPIL rendering all previous seasons and relegations/promotions meaningless but they're taking an entire season to sort teams into their new proper divisions of like competition. A qualifying tournament could sort all the teams quickly and could provide revenue to the league to boot. It's a waste of previous seasons and a waste of this coming season.
