I'll step into the vacuum for now, but if 02Dad or ProfessorFBR resurface to take this back over, I'll gladly step away and let them have it.
I had to put all of this back together from scratch. The easiest way for me to do it, was to just go back through the archives and find results starting with the fall/winter tourneys in November.
So, this version of FBR is based on game results that I could find from 11/1/11 through present. I based my ranking tier assessment off of those games results only. I will post the current ranking tiers further down.
This FBR ranking may look a fair bit different from the last one 02Dad posted on 1/20/12, mainly because I am not including any fall league results. This version of FBR will also probably be a little "noisy" until we get 3-4 weeks of Spring league games played, but I would fully expect it to dial in nicely like it did for the '01's as the summer and QT approaches.
Also, I may not be 100% up on all of the team/club changes that have happened since the end of fall season. I started by going through all of the Spring academy leagues, and then did my best to sync up all of the fall/winter tourney results with the appropriate Spring league team. If you find obvious mistakes, please let me know and I will do my best to get everything corrected.
There are also about 15 or so teams signed up for Spring leagues that haven't played 3 games that I could find since last November. As those teams get a minimum of 3 games under their belts, they will start to show up in the rankings.

What is the most appropriate way to handle the EAL team? Are they more Dalglish, more Beardsley, or should I create a new team in the rankings and call them something like Liverpool Dalgsley or Liverpool Beardlish???

White is in PTCL to work on touches and development and would be in Silver Division if they had one. Red is the more competitive team. Their results should not be combined.

Yes. cWL is the W/L record against teams within the same tier.
To help re-educate folks, FBR stands for FootballRankulator, which is the name of the SW program that we use. FBR was created and is sold to rank college football teams. We have just corrupted it to our noble efforts to create the best 10 yr old soccer ranking system in the world.
cWL actually means "conference" W/L record. The "conference" feature in the SW allows you to apply different weighting or strength factors to difference conference (i.e. You can give the SEC a stronger weight than the Mounatin West, etc.).
The Ranking Tiers are set up in FBR as different "conferences". I switched to calling them tiers midway through the '01's because people kept confusing "conferences" with the different "division" of various leagues.
Placement in the tiers based solely off of game performance and will not necessarily follow league/division assignments.
Using the tiers in FBR allows us to apply a sliding weight scale to help get every teams' Stength of Schedule correct. It's what helps FBR do a reasonably good job of ranking teams with very good W/L record against weaker competition relative to teams with poor W/L record playing against tough competition.
