2015-2016 LHGCL Regulation Rules - format

Posted to the Lake Highlands web page the regulation format for the 2015-16 season. Regulation system created in order to get back to the three divisions for the 2016/17 season:

U15 DI = 15 Teams
1st thru 6th place earn a BYE and remain in DI
7th thru 13th place earn a BYE and position in DI pool playoff matches
14th and 15th place earn a BYE and move to DII

U15 DII = 14 Teams
1st and 2nd place earn a BYE and position in DI pool playoff matches
3nd place earns a BYE and remains in DII
4th thru 9th place earn a BYE and move to DIII
10th thru 14th place do not receive a BYE and must re-qualify There will be 4 open spots for DIII in QT

DI pool playoff matches will be played by 9 teams in 2 pools. The pool winners advance to DI and all others DII.

Can you use CPP's in the playoff matches?

Seems odd to have a playoff at the end of the year rather than just going by the DI league standings. Moving the 14th and 15th DI teams to DII and then including the top two DII teams in the playoff seems even more strange. The 14th and 15th DI teams might beat the 1st and/or 2nd DII team(s) head to head, but never get a chance to "settle it on the field." Very odd.

Also stated in the Addendum to 2015/2016 Soccer Year:

League and referee fees will remain the same for the 2015/2016 season. However, upon completion
of the 2015/2016 soccer year, teams in U12-U17 that did not play the same number of total games
(including playoffs) as they would have in a “normal” LHGCL playing year and are in good standing with the league will receive a rebate for games not played. Rebate amounts to be determined by the Executive Board at the end of the 2015/2016 playing year.

Assuming we do not have another rain-shortened season, 1st to 6th, 14th, and 15th place teams in D1 will have 14 games, 3rd to 14th place teams in D2 will have 13 games, and the remaining teams are likely to have 16+ games depending the format of the playoff (9 teams in 2 pools--who came up with this format? ). So, 3rd to 14th place teams in D2 will definitely get rebates since they would have played 18 games in a "normal" LHGCL playing year. 14th and 15th place teams in D1 would have been in D2 and would have played 18 games in a "normal" LHGCL playing year, so do they also get rebates?
